State general obligation (GO) bonds will be used to finance 50% of this project. According to <br />state law, these GO bond construction grants can only be made to a local government. As such, <br />the City of Mounds View will need to pass a resolution of support before a bill is introduced in <br />the 2023 session of the legislature. <br />The sooner we start the more time we have to collectively develop options, and to make any <br />project or political adjustments. Although complex, your project is a part of a process that will <br />have several activities occurring at different times. There are many steps to the process and some <br />will take more time than others. It is most important to be strategic in your approach and focus <br />on the plan details and implementation. <br />FEES <br />It is proposed that a multiphase contract for government relations consulting serves be <br />developed. These phases are separate and distinct and would require an affirmative action to <br />proceed to the second phase. <br />Phase I <br />This phase would include our help in developing the basic Case Statement and the legislative <br />strategy for securing funding for the project. The fee for this phase of the initiative would be <br />$20,000. We suggest this phase be initiated as soon as possible and be completed by June 1, <br />2022. The fee for this first phase can be paid in six equal monthly installments of $3,333.33 <br />each, commencing upon the execution of a contract. <br />Phase II <br />Once the decision is made to proceed with the legislative request for a construction grant, we <br />will initiate the scope of work identified in the state activities section of this proposal. For Phase <br />II, we propose a fee of $100,000 for a twenty-four month period commencing on July 1, 2022 <br />and ending on June 30, 2024. This fee would be payable at the rate of $4,166.66 per month for <br />24 months. <br />This fee is for government relations services only and does not include any public relations, local <br />fundraising, construction management or legal services. <br />KEY PERSONS RESPONSIBLE <br />Bill Strusinski and Les Heen will be taking the lead on this initiative and will be directly <br />involved in all discussions between the project team, executive branch agencies and members <br />and staff of the legislature. Their efforts will be supported by Buck McAlpine and Kirsten <br />Libby. <br />11 <br />
