Fire Chief Smith explained he would provide staff with a written statement that could be <br />3 posted on the website. <br />4 <br />5 8. COUNCIL BUSINESS <br />6 A. Resolution 9476, Approving the Final Steps for Storm Water Management <br />7 and the City of Mounds View becoming the Local Governing Unit (LGU). <br />8 <br />9 Public Works/Parks and Recreation Director Peterson requested the Council adopt a Resolution <br />10 approving the final steps for Storm Water Management and the City of Mounds View becoming <br />11 the Local Governing Unit (LGU). He reported the City has been working on this matter for the <br />12 past two years. He discussed the rules that would be followed with Rice Creek and noted the City <br />13 was becoming the LGU to make the process of receiving a permit easier. Staff commented further <br />14 on the Resolution and recommended approval. <br />15 <br />16 Council Member Bergeron thanked staff for all of their work to get the City to this point. <br />17 <br />18 MOTION/SECOND: Bergeron/Meehlhause. Public Hearing: Resolution 9475, Approving a Text Amendment to the 2040 <br />Comprehensive Plan. <br />Community Development Director Sevald requested the Council approve a text amendment to the <br />2040 Comprehensive Plan specific to density within the Mixed Use designated areas changing the <br />ceiling from 30 units per acre to 50 units per acre. He discussed the proposed change in further <br />detail with the Council and recommended approval. <br />Mayor Mueller asked if the number of units per acre could be amended through a CUP versus <br />having to amend the Comp Plan. Community Development Director Sevald discussed how the <br />Comp Plan guides the density and future development for the land in the community. He explained <br />the goals and policies within the City were to be consistent with the Comp Plan. <br />Council Member Meehlhause inquired if a development asking for 60 units per acre would be <br />allowed through a variance, PUD or CUP process. Community Development Director Sevald <br />reported a project requesting 60 units per acre would require another amendment to the Comp Plan <br />prior to being reviewed and approved by the City. <br />MOTION/SECOND: Meehlhause/Hull.
