Item No: 08C <br />Meeting Date: November 8, 2021 <br />Type of Business: Council Business <br />City Administrator Review: <br />City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: Nyle Zikmund, City Administration <br />Item Title/Subject: Second Reading and Adoption, Ordinance 981 Amending Title <br />V, Chapter 50; Title IX, Chapter 90 and Title XI, Chapters 110, <br />111, 116 and 118 of the Mounds View Municipal Code Relating <br />to License Expiration Dates <br />Introduction: <br />Introduction and first reading occurred at your October 25, 2021 meeting. <br />Business licenses in the City of Mounds View have expirations dates that vary. Some <br />expire June 30 and some December 31. To be consistent, and to coincide with what is <br />considered "standard" or "typical" for most cities, Staff is requesting that all business <br />licenses expire on the same date, December 31. <br />Discussion: <br />As discussed at the October 25t" City Council meeting, we recently had an issue with the <br />American Multi -Cinema, Inc. (dba AMC Mounds View 15) Treasury Department refusing to <br />change the expiration date of the theater's insurance to coincide with Mounds View's liquor <br />license period, which is July 1 to June 30. This is because they have a license in multiple <br />cities across that country, and the City of Mounds View is the only municipality with a June <br />30 liquor license expiration date. Therefore, when their liquor license was issued a couple of <br />months ago, it was issued for a period of six months so that the theater could start selling <br />and serving alcohol to its patrons. <br />In addition, research showed that most cities have a business license period of January 1 to <br />December 31. Mounds View has several licenses that do expire on December 31; <br />however, the majority go from July 1 to June 30. Staff is requesting all business licenses <br />run from to January 1 to June 30 to be consistent with most licensing agencies and so that <br />all Mounds View business license expire on the same date. <br />If approved, when the business licenses expire next June 30, 2022, the City will have to <br />determine if we want to issue a six-month license or an 18-month license so that we can get <br />on track with the December 31 expiration date. We can pro -rate the license fees <br />accordingly. <br />Financial Impact: None <br />Staff Recommendation: Staff recommends that the City Council conduct the second <br />reading and adopt Ordinance 981.
