Mounds View City Council October 25, 2021 <br />Regular Meeting Page 2 <br />1 throughout the Ramsey County network. A map of Mounds View's pedestrian and bicycle system <br />2 was also reviewed. She invited the Council to participate in the Biking and Walking Team noting <br />3 this group meets bi-monthly or quarterly at the Roseville City Hall. She invited the Council to <br />4 also be a part of the Active Living Ramsey Communities Coalition noting this group would meet <br />5 next on Monday, December 13 at 2:30 p.m. <br />6 <br />7 Mayor Mueller thanked Ms. Bernardy for her presentation and for her efforts on behalf of the <br />8 community. <br />9 <br />10 7. PUBLIC COMMENT <br />11 <br />12 None. <br />13 <br />14 8. COUNCIL BUSINESS <br />15 A. Public Hearing to Receive Public Input and Pass Upon Resolution 9479, <br />16 Adopting a Special Assessment Levy for Delinquent Public Utility Accounts. <br />17 <br />18 Finance Director Beer requested the Council hold a public hearing and adopt a Special Assessment <br />19 levy for delinquent public utility accounts. He reported the Council takes this action once a year <br />20 for utility accounts that are at least two quarters delinquent. He indicated a $35 assessment fee <br />21 would be passed along to these account holders. <br />22 <br />23 Mayor Mueller opened the public hearing at 6:50 p.m. <br />24 <br />25 Hearing no public input, Mayor Mueller closed the public hearing at 6:50 p.m. <br />26 <br />27 Mayor Mueller asked what is the time period for which these charges were due. Finance Director <br />28 Beer explained in order to meet the two delinquent quarters these properties had to be delinquent <br />29 for two quarters through June 30. <br />30 <br />31 Mayor Mueller reported the delinquencies totaled over $90,000. She questioned if these properties <br />32 were typically delinquent. Finance Director Beer stated there were a number of properties that <br />33 regularly appear on the delinquency list. <br />34 <br />35 MOTION/SECOND: Hull/Bergeron. To Waive the Reading and Adopt Resolution 9479, <br />36 Adopting a Special Assessment Levy for Delinquent Public Utility Accounts. <br />37 <br />38 Ayes — 5 Nays — 0 Motion carried. <br />39 <br />40 B. Public Hearing to Receive Public Input and Pass Upon Resolution 9480, <br />41 Adopting a Special Assessment Levy for Unpaid Administrative Offense <br />42 Charges, Unpaid False Alarm Charges and Unpaid Diseased Tree Charges. <br />43 <br />44 Finance Director Beer requested the Council hold a public hearing and approve a Special <br />45 Assessments Levy for unpaid administrative offense charges, unpaid false alarm charges and <br />46 unpaid diseased tree charges. <br />
