PARKS AND RECREATION AND FORESTRY COMMISSION� <br />6:30 P.M. I JULY 22, 2021 1 MOUNDS VIEW CITY HALL �,a <br />MEETING MINUTES FOUNDS , VIEW <br />1. CALL TO ORDER at 6:35 PM <br />2. ROLL CALL: Commissioners: Arel, GuRy, Kroeger, Lillemo, Palm, Sullivan, Wake Wiesner, <br />Staff: Peterson I Thomas <br />3. APPROVAL OF AGENDA: Motion to move item 4, approval of June minutes, to later on the <br />agenda by Kroeger, 2"d by Palm. Motion Passed 6-0. Motion to approve agenda as amended <br />by Palm, 2"d by Wake Wiesner. Motion Passed 6-0. <br />4. APPROVAL OF MINUTES <br />June 24, 2021-no minutes available. Move to August meeting. <br />5. PUBLIC INPUT <br />Citizens may speak to issues not on tonight's agenda. Before speaking, please give your full <br />name and address. Please limit your comments to three minutes. NO residents present <br />6. STAFF REPORTS <br />A. Parks and Recreation — Don- See attached report. <br />B. Public Works — Don- See attached report. Damage to some trees in the parks by bark <br />removal. Can we post pictures of damaged trees and other graffiti as they arise on the City <br />website and/or social media to alert neighbors of the damage being done in their <br />community? It may result in the perpetrators learning a lesson, and may encourage <br />residents to monitor and come forward with information as things happen. <br />7. UNFINISHED BUSINESS <br />A. Tennis Courts — Practice Board options- proposals for 8' x 12' boards are $2276 and <br />$1897.50 plus shipping PER PARK. Both options are similar in design and mounting style. <br />Discussion about where to place them. Preferably on the outside of Groveland courts so the <br />outside asphalt court can be used. Possibly wait to see the use at Groveland before <br />installing at Greenfield. Discussion about graffiti -we know it will happen. Can we get <br />someone from Irondale High School art department to paint "nice" graffiti that might add art <br />to the park and deter other mischievous graffiti? Motion by Palm to recommend <br />purchase of one board at a cost of $1897.50 plus shipping with funds coming from <br />Park Dedication Fund to be installed at Groveland Park. 2"d by Sullivan. Motion <br />Passed 6-0. <br />B. Greenfield Trail — Continue Discussion On Maintenance and Condition of trail. Two <br />Commissioners walked the trail and found no concerns, although noting it has been very <br />dry. City Staff indicated there are times that the trail can get "boggy" during wetter seasons. <br />We will have more access to Branch 5 of Judicial Ditch 1 whereby more cleaning can be <br />done more regularly. Commission recommends to wait and monitor as weather <br />changes and the ditch maintenance can be addressed over the next year or so. <br />C. Role of the Park and Recreation and Forestry Commission — (Recreation Programs) <br />Commissioners are encouraged to bring ideas forward to MVCC and/or the Commission to <br />promote opportunities for our diverse population (tennis ball cricket or gaga pits, trail <br />
