MoUNns ViEw <br />MEMORANDUM <br />To: Mounds View City Council <br />From: Don Peterson, Director of Public Works/Parks and Recreation <br />Nyle Zikmund, City Administrator <br />RE: December 6, 2021 Work Session — Storm Water Management RFP <br />Purpose of Work Session: <br />1. Achieve consensus on issuance of RFP for assessment of system. <br />Background: <br />At the July 6, 2021 Work Session the Council reviewed information on the Storm Water <br />infrastructure including a review on the following: <br />• Regulations <br />• Local Surface Water Management Plan (LSWMP) <br />• Sub -Districts <br />• Past Assessments <br />• RFP Process <br />• Funding for Storm Water Management <br />• Future Needs <br />At the conclusion of the discussion Council gave consensus to have Staff move forward <br />with the RFP process. <br />RFP Process: <br />Staff prepared the Storm Water RFP assessment and sent this to Stantec Services, Barr <br />Engineering, and AE2S. Staff received two proposals, from Stantec and AE2S. (Barr <br />Engineering elected to not submit a proposal.) <br />The cost proposal from AE2S is $75,500.00, and the cost proposal from Stantec is <br />$154,215.00. <br />Upon reviewing the proposals, Staff met with Stantec to discuss their proposal and <br />associated costs. Staff also meet with AE2S to further understand the low bid amount. <br />Stantec provided a much more detailed proposal and it was determined that not all of the <br />fees would be applied to each individual storm water pond. These savings will vary from <br />$13,000 to $20,000. Stantec also focused on the Capital Improvement portion in the <br />proposal which will assist the City to develop a Capital Project Plan and budget for the <br />
