MOUNDitsm—EW <br />of Mounds View Staff R <br />To: Honorable Mayor and City Council <br />From: Nyle Zikmund, City Administrator <br />Item Title/Subject: CUP's Feedback <br />Introduction: <br />Item No: 5 <br />Meeting Date: December 6, 2021 <br />Type of Business: Council Workshop <br />City Administrator Review: <br />Development/redevelopment issues challenge staff and council equally. The challenge of striving for <br />the highest and best use simultaneous with neighborhood acceptance (or opposition) result in <br />numerous dynamics. <br />Staff has discussed moving the initial discussion on proposals to workshop given the informal nature <br />of the meeting allowing for a more robust, free flowing discussion. Handling it as part of a council <br />item, absent some opportunity to discuss in depth; is not ideal - but sometimes required due to 60 day <br />requirement. <br />The property owner also can become frustrated (as well as the applicant) and provides further cause <br />to explore options in a more suitable setting. <br />On that note, the property owners of the former Fedors Market are now requesting feedback specific <br />to a Flea Market to include outside sales weather permitting. The owner of the building is an <br />aggressive marketer and will continue to bring proposals forward. Does council have a specific vision <br />for the property/area and what might fit that vision? Note — the owner has made significant repairs to <br />the property suggesting tear down/removal is not an option. <br />The challenge will be balancing what is ideal from the City perspective with the reality of what the <br />market will bring. <br />Staff is looking for some discussion on process and feedback on the Flea Market proposal. <br />Respectfully submitted, <br />Nyle Zikmund <br />City Administrator <br />The Mounds View Vision <br />A Thriving Desirable Community <br />
