• y, <br />of Mounds View Staff R <br />To: Honorable Mayor and City Council <br />From: Nyle Zikmund, City Administrator <br />Item Title/Subject: Charitable Gambling Funds <br />Introduction: <br />Item No: 6 <br />Meeting Date: December 6, 2021 <br />Type of Business: Council Workshop <br />City Administrator Review: <br />In 2019 Council took action to utilize state statute regarding charitable gambling licenses which <br />provides for the regulating municipality to "collect/impose" a administrative fee/assessment on the <br />proceeds. The law details that amount not to exceed 10% of the net profit. 2020 was the first full <br />year the policy was in place. <br />Historically we have had two locations, Moe's and the Mermaid with Charitable Gambling. Until <br />recently, there were two licenses but now a third has been added with two at the Mermaid. <br />Revenue based on the statute/ordinance has been received and tallies just under $5,000. <br />State Statute 349.12 sets forth most of the regulations with subdivision 25 detailing authorized <br />expenditures from proceeds/revenue collected. The list is rather exhaustive with 26 sub -categories, <br />many of them having multiple applications within them such as #1 which states any 501 (c) 3, or <br />festival organization .... Attachment A is a copy of the entire section. <br />Collections for 2021 will occur shortly after the first of the year and we expect to have those received <br />sometime in the first quarter. <br />Next Steps: <br />A recent request (YMCA Youth in Government) has resulted in Staff seeking input from Council on <br />how distributions are made. Options include: <br />1. Deal with on case -by -case basis. <br />2. Allocate shortly after receiving to desired entities <br />3. Allocate a set portion but leave a remainder for case by case situations. <br />Action Requested: <br />1. Provide staff general direction for development of a policy/administration. <br />2. Act on request from YMCA to cover busing cost for transportation youth to St. Paul to <br />participate in Government for a Day.
