Item No: 1 <br />Meeting Date: December 6, 2021 <br />NMU-NM1tSVVttW Type of Business: Work Session <br />Administrator Review: <br />City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: Mark Beer, Finance Director <br />Item Title/Subject: 2022 Draft Municipal Budget <br />Attached is the 2022 Draft Municipal Budget. The City Council has reviewed various <br />portions of the municipal budget throughout the summer and fall and this is one last <br />opportunity before considering final approval at the December 13, 2021 City Council <br />meeting. <br />The City Council adopted a preliminary General Fund Base Levy of $4,960,174 an <br />increase of $293,315, a Street Improvement Fund levy of $150,000, no change over <br />2021, adopted a preliminary debt service levy increase of $2,407 and the Police Officer <br />referendum levies increased $55,000 to $385,000. There was no increase in the EDA <br />levy. The total levy increase proposed was $350,722 or 5.98% consistent with the Charter <br />Levy Cap. Staff is recommending that we reduce the General Fund levy by .65% or <br />$38,131 as a result of better insurance rates.
