Mounds View City Council November 22, 2021 <br />Regular Meeting Page 10 <br />2 Human Resources Coordinator Ewald stated requested the Council approve revisions to the City's <br />3 Personnel Manual, Section 4.14 regarding reasonable work time for nursing mothers and lactating <br />4 employees, effective January 1, 2022. She noted Minnesota State Statute 181.939 has been <br />5 updated which requires the City to update Section 4.14 of its Personnel Manual. She explained the <br />6 change would allow nursing or lactating employees to take reasonable paid breaks as opposed to <br />7 unpaid breaks, which they currently get. <br />8 <br />9 MOTION/SECOND: Bergeron/Hull. To Waive the Reading and Adopt Resolution 9491, <br />10 Approving Revisions to the City's Personnel Manual, Section 4.14 Reasonable Work Time for <br />11 Nursing Mothers and Lactating Employees, Effective January 1, 2022. <br />12 <br />13 Ayes — 5 Nays — 0 Motion carried. <br />14 <br />15 K. Resolution 9490, Employee Appreciation. <br />16 <br />17 Human Resources Coordinator Ewald requested the Council adopt a Resolution granting full and <br />18 part-time employees four hours of vacation pay to be used in the next year. <br />19 <br />20 Council Member Meehlhause questioned how many permanent part-time employees does the City <br />21 have. Human Resources Coordinator Ewald reported the City had 19 permanent part-time <br />22 employees. <br />23 <br />24 City Administrator Zikmund explained the City had done this in the past. He discussed how trying <br />25 the past two years have been on staff and noted these additional four hours of paid vacation would <br />26 be greatly appreciated by staff. He thanked each employee at City Hall for their tremendous efforts <br />27 on behalf of the community. He encouraged the Council to support these additional four hours of <br />28 paid vacation for a job well done by all City employees. <br />29 <br />30 MOTION/SECOND: Meehlhause/Bergeron. Resolution 9500, Approving Recruitment Process for Police Officer. <br />36 <br />37 Human Resources Coordinator Ewald requested the Council approve the recruitment process for <br />38 a police officer. She explained the Mounds View Police Department would be losing an <br />39 investigator due to retirement. Staff is asking for flexibility for the process and the potential to <br />40 offer an accelerated or additional compensation dependent on the candidate's experience. <br />41 <br />42 Mayor Mueller questioned when staff anticipated this individual would begin working for the <br />43 Mounds View Police Department.
