Item 08E
the Public Hearing, four people spoke (three in opposition). Staff received an email November
25th from a resident opposed to the kennel due to noise and odor.
Summary:
The applicant is requesting a CUP for an Animal Boarding Facility to board and train 5-10 dogs
at one time, although the CUP does not limit the number of dogs. A small area behind the
building is planned for outdoor exercise. During the Planning Commission's discussion,
concern concentrated on managing pet waste. The Commission and Staff have recommended
approval. During the City Council's Public Hearing, several residents opposed the CUP for
numerous reasons, including that dogs would create a public nuisance when outdoors. The City
Council denied the Kennel License, and tabled the CUP to allow Staff time to draft a Resolution
for denial. The Resolution supporting denial (Findings #2, 5, and 6) relate to use of the outdoor
kennel as not compatible with the adjacent apartment building and residential neighborhood.
Alternatively, a Resolution of Approval is included.
Respectfully,
elQx
Jon Sevald, AICP
Community Development Director
ATTACHED
Aerial Map
Site Photos
Applicant's letter
Resolution 9495 APROVAL
Resolution 9495 DENIAL
Email from Lee Schiele, November 25, 2021
3lication Application Com
Oct 20, 2021 (CUP)
Nov 10, 2021 (License)
Oct 20, 2021
Nov 10, 2021
60-Da 120-Da
Dec 20, 2021 Feb 18, 2022
Jan 10, 2021 Mar 10, 2022
The Mounds View Vision
A Thriving Desirable Community
