Adequate utilities, access roads, drainage and necessary facilities have been or will be <br />provided. <br />Finding: Public utilities are adequate. <br />WHEREAS, a Public Hearing was held November 22, 2021. Notice was published in <br />the Shoreview Press on November 9, 2021, and mailed to property owners within 500' of the <br />subject property. Four residents provided testimony (three in opposition); and, <br />NOW, THEREFORE, BE IT RESOLVED, based upon the above Findings, the Staff <br />Report, the Planning and Zoning Commission's recommendation, and in consideration of public <br />testimony, the City Council Approves a Conditional Use Permit for an Animal Boarding Facility <br />with the following conditions: <br />Animal Boarding shall take place indoors, and shall comply with Mounds View City Code <br />§160.183(C) (Veterinary clinics, animal clinics and animal boarding facilities). An <br />outdoor exercise area is permitted, for supervised pet exercise. <br />2. The applicant shall construct a solid fenced (6' — 8' tall) outdoor kennel area behind the <br />building, and behind the garage (requires a Zoning or Building Permit); and shall install <br />coniferous trees to screen the view of the kennel from the adjacent apartment building, <br />2285 Groberg Street. The variety, number, size, and location of trees shall be <br />determined by the City Arborist. If operation of the kennel begins while the ground is <br />frozen (e.g. December thru mid -March) prior to installation, then dogs shall be leashed at <br />all times while outdoors. The applicant may apply to the City to participate in the New <br />Business Commercial Loan Program for qualifying expenses. <br />3. The Animal Boarding facility operator shall maintain a Commercial Kennel License, <br />issued by the City. <br />Adopted this 13th day of December, 2021 <br />Attest: <br />Carol A.
