CITY OF MOUNDS VIEW <br />COUNTY OF RAMSEY <br />STATE OF MINNESOTA <br />NOTICE IS HEREBY GIVEN that the Mounds View City Council will hold a public hearing during its <br />regularly scheduled meeting on Monday, December 13, 2021 at 6:30 p.m. to consider the first reading of <br />Ordinance 984 an ordinance amending Section 7.03, Subdivision 1, of the City of Mounds View Charter <br />pertaining to the City's System of Taxation. The amendments are as follows: <br />Section 7.03, subdivision 1 of the Mounds View City Charter is hereby amended by adding the double - <br />underlined language and deleting the stricken language as follows: <br />Subdivision 1. The City's annual resolution to levy ad valorem taxes (raising money against real and <br />personal property) shall adhere to the following formula: ; eithe <br />the tax levy dollar amount may be increased up to 6.5% over the prior year tax levy dollar amount iner-e se by <br />o ;-Pr--ke-e4ndex)o ,except in the following circumstances: <br />A) The tax levy dollar amount may be increased an additional 2.5%, to a total of 9%, over the prior year <br />tax levy dollar amount by an affirmative vote of four or more members of the Council. <br />The tax levy dollar amount maybe increased to Consumer Price Index (CPI) plus 2.50/o, if CPI exceeds <br />6.5%, by an affirmative vote of four members of the Council. The CPI shall be the 12-month average <br />of the most recently published data for all Urban Consumers in the Minneapolis, St. Paul metropolitan <br />area, as defined by the U.S. Department of Labor, Bureau of Labor Statistics. <br />The limits in this subdivision shall be suspended for one year after the decertification of a Tax Increment <br />Financing District <br />The public hearing will be held at Mounds View City Hall, 2401 Mounds View Boulevard, Mounds View, <br />MN 55112. You may also join the meeting by telephone or other interactive technology pursuant to Minnesota <br />Statutes, section 13D.021. Instructions for accessing the meeting remotely can be found on the meeting agenda <br />on the City's website at www.moundsviewmn.or on the day of the meeting. <br />Questions or comments related to the public hearing may be emailed to <br />nyle.zikmund&moundsviewmn.org, made by phone at (763) 717-4001, or mailed to City Hall. Comments <br />submitted through these methods must be received by Monday, December 13, 2021 at 12:00 p.m. in order to be <br />considered during the public hearing to be held later that evening. Please note that any emails, letters and <br />attachments you send to the city may be public information and city staff may use them in staff reports that go <br />to the city council and/or the public.
