Mounds View City Council November 22, 2021 <br />Regular Meeting Page 2 <br />1 A. Public Hearing: Resolution 9495, Approving Conditional Use Permit for an <br />2 Animal Boarding Facility; and Resolution 9492, Approving a Commercial Dog <br />3 Kennel License at 5491 Adam Street. <br />5 Community Development Director Sevald requested the Council approve a conditional use permit <br />6 for an animal boarding facility and commercial dog kennel license for the property at 5491 Adam <br />7 Street. He noted this was the former Fedora's Market. He noted the applicant was proposing to <br />8 conduct a commercial kennel on the property, along with boarding and training services. <br />to Mayor Mueller opened the public hearing at 6:38 p.m. <br />12 Brian Sjobeck, 2275 Groberry Street, applauded the City for working to find new businesses in <br />13 Mounds View. However, he was concerned with how the proposed dogs in the kennel would <br />14 impact his apartment building. He recommended another location be considered for the dog kennel <br />15 and training facility. <br />16 <br />17 Katherine Smith, 2142 Bell Lane, reported she was a professional dog trainer and member of the <br />18 International Canine Professionals. She reviewed her work history noting she has trained dogs for <br />19 the past 10 years, seven years professionally. She noted she was also licensed as a therapy dog <br />20 handler for the St. Paul Police Department for the past four years. She indicated she supported the <br />21 boarding and training facility but had concerns with the small space and setting. She believed the <br />22 proposed building was not set up right for boarding or training. She questioned how long the dogs <br />23 will be left unattended or unsupervised. She discussed how dog kennel space was calculated. She <br />24 indicated she was also concerned with the fact there was no outdoor play yard or runoff for pet <br />25 waste. <br />26 <br />27 Rebecca Scholl, 2467 Hillview Road, stated she had questions regarding the proposed dog kennel. <br />28 She believed the property was not well suited to adequately support a commercial venture. She <br />29 indicated the boarding/kennel license would allow the applicant to sell dogs for testing purposes. <br />30 This would mean strays could be taken in, the dogs could be held for a certain period of time and <br />31 then sold. She recommended another site be considered in order to allow for the humane keeping <br />32 of dogs. <br />33 <br />34 Brian Panter, 5421 Adams Street, indicated he was the Treasurer for the New Brighton Alano <br />35 Society. He explained he did not object to the proposed business, but stated he would like to learn <br />36 more about what the applicant would be constructing between the two buildings. <br />37 <br />38 Hearing no further public input, Mayor Mueller closed the public hearing at 6:48 p.m. <br />39 <br />40 Mayor Mueller requested staff review he staff report in further detail and provide the Council with <br />41 the Planning Commission's recommendation. Community Development Director Sevald reviewed <br />42 the staff report in detail, along with the recommendations for approval and noted the Planning <br />43 Commission recommended approval of the request. <br />44 <br />45 Mayor Mueller requested the applicant come forward to address the Council at this time. <br />46 <br />
