RESOLUTION 9510 <br />CITY OF MOUNDS VIEW <br />COUNTY OF RAMSEY <br />STATE OF MINNESOTA <br />ACCEPTING AND ALLOCATING AMERICAN RESCUE PLAN ACT (ARPA) FUNDING <br />WHEREAS, the American Rescue Plan Act provided federal funds (assistance listing 21.027) <br />to the State of Minnesota and those funds were and will be distributed to local governments based on <br />population, over a two year period, in the total awarded amount of $1,432,991 and any additional <br />allocations; and <br />WHEREAS, guidance from the United States Treasury outlined in their "Frequently Asked <br />Questions", most recently updated on November 15, 2021, indicated that local governments may use <br />grant funds to Support Public Health Expenditures, Address Negative Economic Impacts Caused by <br />the Public Health Emergency, Replace Lost Public Sector Revenue, Provide Premium Pay, and Invest <br />in Water, Sewer, and Broadband Infrastructure; and <br />WHEREAS, the City of Mounds View has projected "Lost Revenue" of $2,177,037 and the <br />Treasury "Interim Final Rule" gives recipients broad latitude to use funds for the provision of <br />government services to the extent of reduction in revenue. Government services can include, but are <br />not limited to, maintenance of infrastructure or pay -go spending for building new infrastructure, <br />including roads; modernization of cybersecurity, including hardware, software, and protection of <br />critical infrastructure; health services; environmental remediation; school or educational services; and <br />the provision of police, fire, and other public safety services; and <br />WHEREAS, the City of Mounds View has incurred sufficient expenditures for the provision of <br />government services that meet the above definition, for administrative simplicity the City Council <br />designates up to $650,000 for the provision of Public Safety personnel salaries in 2021 and will make <br />future determinations on the remainder of grant expenditures in future years. <br />NOW THEREFORE BE IT RESOLVED, The City Council accepts the grant of $1,432,991, <br />assistance listing 21.027, and any additional allocations that may be disbursed. The City Council <br />designates up to $650,000 in 2021 for the provision of government services for Public Safety <br />personnel salaries, and directs the Finance Director to take any necessary steps to comply with U.S. <br />Treasury requirements under the "Interim Final Rule" or future guidance as provided by the U.S. <br />Treasury. <br />Adopted this 13th day of December, 2021 <br />Carol A.
