Mounds View EDA November 22, 2021 <br />Regular Meeting Page 2 <br />1 <br />Assistant City Administrator Beeman requested the EDA appoint members to the Economic 2 <br />Development Commission (EDC). He explained the EDC recommended Jim Frankels and Jason 3 <br />Helgemo retain their seats as business reps. In addition, the EDC suggested Jeff Moritko fill Lisa 4 <br />Marquis’ seat. The EDC suggested Gary Stevenson fill the resident seat. 5 <br />6 <br />MOTION/SECOND: Hull/Meehlhause. To Waive the Reading and Adopt Resolution 21-EDA-7 <br />348, Appointing Members to the Economic Development Commission (EDC). 8 <br />9 <br />Ayes – 5 Nays – 0 Motion carried. 10 <br />11 <br />B.MWF (Villas of Mounds View) Redevelopment of Skyline Property:12 <br />1.EDA Resolution 21-EDA-349, Adopting Modifications to the13 <br />Redevelopment Plan.14 <br />15 <br />Assistant City Administrator Beeman requested the EDA approve modifications to the 16 <br />Redevelopment Plan for the Skyline property. He reported Stacie Kvilvang with Ehlers would be 17 <br />presenting this item to the EDA. 18 <br />19 <br />Stacie Kvilvang, Ehlers & Associates, explained this item would create TIF District 1-7, a 20 <br />housing TIF District that was previously discussed by the City Council. 21 <br />22 <br />City Attorney Riggs reported all agreements and Resolutions have incorporated terms and 23 <br />conditions that have been discussed by the City Council. He advised these agreements were 24 <br />similar to the agreements that were approved on the Boulevard project. 25 <br />26 <br />President Mueller asked if the construction dates could be adjusted in the case the conduit 27 <br />financing was not received in January of 2022. City Attorney Riggs reported this could be done, 28 <br />noting all of the agreements would be signed in 2022. 29 <br />30 <br />MOTION/SECOND: Meehlhause/Bergeron. To Waive the Reading and Adopt Resolution 21-31 <br />EDA-349, Adopting Modifications to the Redevelopment Plan. 32 <br />33 <br />Ayes – 5 Nays – 0 Motion carried. 34 <br />35 <br />2.EDA Resolution 21-EDA-351, approving Contract for Private36 <br />Development and Issuance of TIF Note.37 <br />38 <br />Assistant City Administrator Beeman requested the EDA approve a Contract for Private 39 <br />Development and Issuance of a TIF Note. He reported Stacie Kvilvang with Ehlers would be 40 <br />presenting this item to the EDA. 41 <br />42
