Public Works/Parks and <br />2 Recreation Director Peterson indicated this would require the street to be widened. <br />3 <br />4 Mayor Mueller inquired if a crosswalk would be marked along County Road I. Public <br />5 Works/Parks and Recreation Director Peterson reported there were no provisions for enhanced <br />6 crosswalks. He explained this would be a separate issue. <br />7 <br />8 Council Member Hull asked if this project could be completed without MSA funding. City <br />9 Administrator Zikmund indicated this project could move forward without MSA funding, but <br />10 this would require an additional levy. Public Works/Parks and Recreation Director Peterson <br />11 explained that in order to receive MSA funding, the project had to meet MSA design <br />12 requirements. He understood the residents did not want the street widened which meant the <br />13 pavement width would be held. He indicated if parking were added to one side or another, the <br />14 street would have to be widened, which would impact the stormwater requirements. He reported <br />15 the final roadway would actually be slightly more narrow, which may assist in slowing traffic. <br />16 <br />17 City Administrator Zikmund commented on the mini roundabout that was being considered at <br />18 County Road I noting the hope would be that the roundabout would assist with slowing traffic. <br />19 <br />20 Mayor Mueller asked if the manhole could be made of a different material in order to reduce the <br />21 noise that was being created. Public Works/Parks and Recreation Director Peterson stated he <br />22 was not aware of any other material that a manhole could be made of, but noted a rubber gasket <br />23 could be installed to reduce the rattling. He reported he was working to address this concern. <br />24 <br />25 MOTION/SECOND: Bergeron/Meehlhause. To Waive the Reading and Adopt Resolution <br />26 9512, Accept the Plans and Specifications for the 2022/2023 Street Project and Authorization to <br />27 Advertise Bidding. <br />28 <br />29 Ayes — 5 Nays — 0 Motion carried. <br />30 <br />31 MOTION/SECOND: Meehlhause/Hull. To Waive the Reading and Adopt Resolution 9520, <br />32 Approving No Parking on Spring Lake Road as a State Aid Funding Requirement. <br />33 <br />34 Council Member Bergeron explained the City has to follow the Minnesota State Aid <br />35 requirements in order to use MSA funding for this project. He commented he would much prefer <br />36 to see the local authority be in charge of this, but since the State would be providing $500,000 for <br />37 the project, the City's hands were tied. He noted he would be voting for this project with regret. <br />38 <br />39 Ayes — 5 Nays — 0 Motion carried. <br />40 <br />41 C. Resolution 9508, Approving the 2022 City Council Meeting, Council/Staff <br />42 Retreats, and the Town Hall Meeting Dates. <br />43 <br />44 City Administrator Zikmund requested the Council approve the City Council meeting, <br />45 Council/Staff Retreats, and the Town Hall meeting dates for 2022. <br />
