MOUN-DSViEv <br />City of Mounds View Staff Report <br />Item No: 8E <br />Meeting Date: January 24, 2022 <br />Type of Business: CB <br />Administrator Review: <br />To: Honorable Mayor and City Council <br />From: Don Peterson, Director of Public Works / Parks and <br />Recreation <br />Item Title/Subject: Resolution 9543 Approving a Sewer Use Agreement with <br />Arden Hills, Ramsey County and Met Council for the TCAAP <br />(Twin Cities Army Ammunition) Site <br />Introduction/Background: <br />Since 1994 the City of Arden Hills and Mounds View along with U. S. Department of <br />Army have had a Sewer Use Agreement in place. The agreement allowed TCAAP to <br />extend sewer pipe from their property to the closest sewer system available (Mounds <br />View) which then flowed into the Met Council sewer system. <br />U.S. Department of Army largely decommissioned the ammunition site in the 1980's and <br />in 2012 the City of Arden Hills entered into a JPA with Ramsey County for future <br />development. <br />In 2017 the City of Arden Hills requested that the sewer use agreement be updated; <br />Staff has been working with all entities involved to establish a revised agreement. <br />The revised agreement stipulates at what point Met Council will take over the <br />responsibility of the metering station when the sewer flow rate reaches Met Councils <br />required threshold and until then, the metering station will be maintained and read by <br />Mounds View with Arden Hills providing maintenance to the flow meter. <br />Discussion/Recommendation: <br />Staff along with the City Attorney have reviewed the Sewer Use Agreement and are <br />recommending approval.
