MOUNDSlvI-EW <br />City of Mounds View Staff R1 <br />Item No: 8F <br />Meeting Date: January 24, 2022 <br />Type of Business: CB <br />Administrator Review: <br />To: Honorable Mayor and City Council <br />From: Don Peterson, Public Works Director <br />Item Title/Subject: Resolution 9544, Approving a Proposal from Stantec <br />Engineering Services for a Storm Water Assessment <br />Background/Discussion: <br />The Public Works Department has many responsibilities and one is to efficiently operate <br />and manage the storm water system. The system was first constructed in the 1970's <br />and as with other similar core functions, research, innovation and best management <br />practices have changed over the years. <br />In 2021, the City Council reviewed the Storm water system and approved the Request <br />for Proposal (RFP) that would assess the overall operational functionality of our system <br />for the precise purpose of development of a capital and maintenance plan (CIP) for the <br />next decade — or longer. <br />Staff prepared the Storm Water RFP assessment and sent this to Stantec Engineering <br />Services, Barr Engineering, and AE2S; Stantec and AE2S submitted a proposal. (Barr <br />Engineering elected not to participate.) <br />The cost proposal from AE2S is $75,500.00, and the cost proposal from Stantec is <br />$154,215.00. <br />Staff met with both Stantec and AE2S to review their proposals. <br />The individual meetings made it clear that Stantec provided a much more detailed <br />proposal. Stantec also stated that not all of the fees quoted would be applied to each <br />individual storm water pond; this would amount to savings varying $13,000 to $20,000. <br />Stantec also focused on the Capital Improvement portion in the proposal which will <br />assist the City to develop a Capital Project Plan and budget for the Storm Water <br />Department. Stantec will also assist Staff to develop maintenance needs and schedule, <br />for each storm water pond. <br />Further Discussion: <br />The current Master Service Agreement with Stantec allows the City to move forward <br />with the Storm Water Assessment as per the RFP and can be completed using "Task <br />Order" as outlined in the agreement per the City Attorney. <br />Strategic Plan Strategy/Goal: Maintain and Plan for Infrastructure Improvements. <br />Ensure Clean Water and Maintenance. <br />The Mounds View Vision <br />A Thriving Desirable Community <br />
