The Mounds View Vision <br />A Thriving Desirable Community <br /> <br />Item No: 05 <br />Meeting Date: Feb 7, 2022 <br />Type of Business: WS <br />City Administrator Review: _____ <br />City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: Jon Sevald, Community Development Director <br />Item Title/Subject: Outdoor Vending Kiosks <br /> <br /> <br />Discussion: <br />Staff received an inquiry from ByBox regarding locating an outdoor kiosk at a local business. <br />ByBox is a business-to-business outdoor locker, in which venders deliver goods to the locker to <br />be picked up by customers, similar to an Amazon Hub Locker. <br /> <br />This type of kiosk is not permitted. Outdoor Vending Kiosks are a permitted accessory use in <br />the B1, B2, B3, B4, and PUD zoning districts, limited to the rental of movies and video games <br />(e.g. redbox), and located at retail stores, gas stations, and restaurants.1 Outdoor redbox’s are <br />located at Holiday and Walgreens. <br /> <br />The City Code was amended in 2012 to allow Outdoor Vending Kiosks. At that time, the City <br />Council and Planning Commission discussions focused on if they should be a permitted use vs. <br />conditionally permitted (CUP), and concerns about vandalism and clutter. Staff is not aware of <br />any problems with redbox kiosks. There has been vandalism (attempted theft) to other types of <br />kiosks containing cash, such as ATM’s and car wash code kiosks. <br /> <br />ByBox intends to apply for a Text Amendment once they’ve worked out an agreement with the <br />business owner. The kiosk measures 5’ X 2.5’ X 7’, and would be bolted to concrete outside the <br />business, similar to a propane tank locker. <br /> <br />Strategic Plan Strategy/Goal: <br />N/A <br /> <br />Financial Impact: <br />N/A <br /> <br />Recommendation: <br />None. Staff is introducing this topic in anticipation of a Text Amendment application. By <br />introducing the topic prior to an application, it can speed up the process by a month.
