0 <br />MOUNDSkViEw <br />City of Mounds View Staff Report <br />Item No: 8G <br />Meeting Date: February 14, 2022 <br />Type of Business: CB <br />Administrator Review: <br />To: Honorable Mayor and City Council <br />From: Don Peterson, Director of Public Works/Parks and Recreation <br />Item Title/Subject: Resolution 9550, Approving Proposal for a Preliminary Review of the <br />Water Treatment Plant Designs <br />Introduction: <br />The City Council approved Resolution 9201 awarding a contract to Shank Constructors <br />Inc. for the Water Treatment Plant Rehabilitation Project per the plans and specifications <br />as prepared by Advanced Engineering and Environmental Services (AE2S). <br />Background/Discussion: <br />After several months of operating the water treatment plants, Staff discovered there is <br />media* loss at Water Treatment Plant 2. AE2S, Shank and the City are working to <br />understand why there is the loss of media. (*material used to filter the raw water) <br />Water Treatment Plant 3 was substantially completed in December 2021 and has been <br />the primary water plant in operation for the City. Staff noticed in September, upon taking <br />measurements that slight media loss occurred at WTP 3. Measurements were taken <br />because the same issues were found at WTP 2. AE2S, Shank Constructors and the City <br />are currently working to resolve the media loss at WTP 2. <br />Staff continued to monitor the media at WTP 3. Measurements of the media were taken <br />in August and September of 2021 and in January and February of 2022. While no <br />significant media loss was observed between August and September, this was not the <br />case between September of 2021 and January of 2022. Staff contacted AE2S and <br />requested that this matter be looked into immediately. <br />Further Discussion: <br />Staff contacted another Engineering firm and requested they provide the City with a <br />proposal to review the plans and specifications for the water treatment plants. Staff made <br />this request in order to confirm and explain why there is media loss. Staff informed the <br />City Administrator of this situation on February 3; Council was made aware at the Work <br />Session on February 7, 2022. <br />Staff received a proposal form Barr Engineering for Preliminary Review of Water <br />Treatment Plant Designs for a cost of $10,000.00 to $14,000.00. <br />Strategic Plan Strategy/Goal: Maintain and Plan for Infrastructure Improvements. <br />Ensure Clean Water and Maintenance. <br />Financial Impact: No financial Impact to the 2022 Budget. The 2022 Water Fund budget <br />includes $800,000.00 for Water Treatment Plant and Engineering Design. <br />
