Assistant City Administrator Beeman reported this was the case. <br />2 <br />3 MOTION/SECOND: Meehlhause/Hull. To Waive the First Reading and Introduce Ordinance <br />4 988, Amending City Code Chapter 161 related to Dynamic Displays. <br />5 <br />6 Council Member Meehlhause stated this code amendment was an example of the City trying to <br />7 keep its ordinances up to date with changing technology. <br />8 <br />9 Ayes — 5 Nays — 0 Motion carried. <br />10 <br />t t C. Public Hearing: First Reading and Introduction of Ordinance 989, Amending <br />12 City Code Chapter 160.167(F) related to Outdoor Vending Kiosks. <br />13 <br />14 Assistant City Administrator Beeman requested the Council introduce an ordinance that would <br />15 amend City Code Chapter 160.167(F) related to outdoor vending kiosks. He explained a company <br />16 requested a business -to -business kiosk be placed at a local gas station. He reported the kiosk <br />17 would be locked, secure and would hold large parcels. He indicated the Planning Commission <br />18 reviewed this matter and they recommended approval noting the kiosk should not impede <br />19 pedestrian access. <br />20 <br />21 Mayor Mueller opened the public hearing at 7:10 p.m. <br />22 <br />23 Hearing no public input, Mayor Mueller closed the public hearing at 7:11 p.m. <br />24 <br />25 Mayor Mueller questioned how this matter came about. Assistant City Administrator Beeman <br />26 stated staff received a phone call requesting the kiosk which led staff to draft the ordinance <br />27 amendment. <br />28 <br />29 Mayor Mueller commented it was her understanding this was becoming quite popular given the <br />30 number of porch pirates that were taking packages that do not belong to them. <br />31 <br />32 Council Member Bergeron noted Amazon has a kiosk at Holiday and asked if this ordinance <br />33 amendment would bring this kiosk into conformance with City Code. Assistant City Administrator <br />34 Beeman reported this was the case. <br />35 <br />36 MOTION/SECOND: Bergeron/Hull. To Waive the First Reading and Introduce Ordinance 989, <br />37 Amending City Code Chapter 160.167(F) related to Outdoor Vending Kiosks. <br />38 <br />39 Ayes — 5 Nays — 0 Motion carried. <br />40 <br />41 D. Resolution 9561, Approving the 2022-2023 Street Project. <br />42 <br />43 Public Works/Parks and Recreation Director Peterson requested the Council approve the 2022- <br />44 2023 street project. He explained staff has been working on this project for quite some time. He <br />45 noted the project was advertised for bid on January 9 and the bids were opened on March 9 by <br />46 Stantec. He reported the City received eight bids for this project and T.A. Schifsky & Sons <br />
