CITY OF MOUNDS VIEW, MINNESOTA <br />MAYORAL DECLARATION NO. 2022-- <br />WHEREAS, the Mayor of the City of Mounds View ("Mayor") finds that the following local <br />emergency ("Local Emergency") exists in the City of Mounds View, Minnesota ("City"): <br />1. On March 4, 2022 a sewer line on Long Lake Road was inspected and identified to <br />be compromised resulting in sand entering the main and causing flow problems. The <br />inspections also identified cracks and damage to lines in the sewer system. <br />2. Temporary repairs have been made to the line to mitigate the impact of the pipe's <br />failure. <br />3. While temporary repairs have been made, the pipe must be permanently repaired <br />promptly to avoid further damage and extensive repairs and costs. <br />WHEREAS, Minnesota Statutes, section 12.29 authorizes the Mayor to declare the existence of a <br />Local Emergency, when an unforeseen combination of circumstances calls for immediate action <br />to prevent the Local Emergency from developing or occurring; <br />WHEREAS, the Mayor finds that the factual situation is sudden, unforeseen, and could not have <br />been reasonably anticipated as it currently exists and meets the definition of a Local Emergency; <br />WHEREAS, the Mayor finds that the factual situation threatens the health, safety, and welfare of <br />the residents of and property within the City and that the conditions within the City have the <br />potential to worsen quickly and lead to catastrophic loss to property or the environment; <br />WHEREAS, the Mayor finds that traditional governmental processes are unable to appropriately <br />protect the safety and property of the general public. <br />NOW THEREFORE, pursuant to Minnesota Statutes Section 12.29, I, as the Mayor of the City <br />of Mounds View declare as follows: <br />1. A local emergency is in effect in the City of Mounds View as of 6:00 p.m. on March <br />14, 2022. <br />2. This proclamation immediately invokes all necessary and applicable portions of the <br />City's emergency management plan and the authority to provide fast emergency aid <br />under Minnesota Statutes Section 12.37. <br />3. This proclamation shall be in effect and in force for three days, unless continued by <br />the Mounds View City Council pursuant to Minnesota Statutes, section 12.29. <br />4.
