Item No: 08B <br />Meeting Date: April 25, 2022 <br />MO,nS T� Type of Business: Council Business <br />uN� V City Administrator Review: <br />City of Mounds I. ew Staff Report <br />Not — <br />To: Honorable Mayor and City Council <br />From: Jon Sevald, Community Development Director <br />Item Title/Subject: PUBLIC HEARING: Second Reading and Adoption, Ordinance 990 <br />Amending City Code §119.024 related to the Issuance of a Rental <br />License (ROLL CALL VOTE) <br />Introduction: <br />Staff became aware of an error in the City Code related to Rental Licensing requirements, and <br />is requesting an Amendment to correct the error. <br />Discussion: <br />In 2018, the City Council approved Ordinance 946, amending several items related to Rental <br />Licensing. During the First Reading, proposed text included the deletion of the requirement that <br />"all real estate taxes and utility bills for the premises which are due have been paid" prior to the <br />City issuing a Rental License. The Council's direction was to keep this text as -is. The May 29, <br />2018 Council minutes noted that over half of the delinquent utility bills were from rental <br />properties. <br />Unintentionally, the Second Reading included the text deletion, and was adopted into Code. <br />One of the benefits of having the City Code and its amendments codified in 2021, is the ability <br />to search the Code online. In March 2022, Staff discovered that the text was missing.
