Mounds View City Council March 28, 2022 <br />Regular Meeting Page 3 <br /> <br />Council Member Meehlhause explained he supported candidate C for Citizen of the Year. <br /> <br />Mayor Mueller indicated she was leaning towards candidate A. <br /> <br />MOTION/SECOND: Bergeron/Hull. To Waive the Reading and Adopt Resolution 9568, <br />Approving 2021 Citizen of the Year for Candidate A. <br /> <br /> Ayes – 4 Nays – 1 (Cermak) Motion carried. <br /> <br /> B. Resolution 9567, Approving 2021 Coach of the Year. <br /> <br />Human Resource Director Ewald requested the Council adopt a Resolution approving the 2021 <br />Coach of the Year. She explained the Parks, Recreation and Forestry Commission voted on this <br />matter and recommended Bobby Hurt as the 2021 Coach of the Year. <br /> <br />MOTION/SECOND: Meehlhause/Bergeron. To Waive the Reading and Adopt Resolution 9567, <br />Approving 2021 Coach of the Year. <br /> <br /> Ayes – 5 Nays – 0 Motion carried. <br /> <br />8. COUNCIL BUSINESS <br />A. Second Reading and Adoption of Ordinance 988, Amending City Code <br />Chapter § 161 related to Dynamic Displays. ROLL CALL VOTE <br /> <br />Community Development Director Sevald requested the Council adopt an Ordinance related to <br />dynamic displays. He stated dynamic displays refer to digital signs noting they would now be <br />allowed in the Industrial zoning district and at drive thru restaurants. Staff commented further on <br />the proposed language changes and recommended approval. <br /> <br />Todd Rachel, 2159 Mustang Drive, explained he was the owner of Bauer Welding in Mounds <br />View. He reported his company has been in operation in the community for the past 75 years. He <br />commented on how his business would benefit by having a dynamic display sign. <br /> <br />MOTION/SECOND: Bergeron/Hull. To Waive the Second Reading and Adopt Ordinance 988, <br />Amending City Code Chapter § 161 related to Dynamic Displays, directing staff to publish a <br />summary of the Ordinance. <br /> <br />ROLL CALL: Bergeron/Cermak/Hull/Meehlhause/Mueller. <br /> <br /> Ayes – 5 Nays – 0 Motion carried. <br /> <br />B. Second Reading and Adoption of Ordinance 989, Amending City Code <br />Chapter 160.167(F) related to Outdoor Vending Kiosks. ROLL CALL VOTE <br /> <br />Community Development Director Sevald requested the Council adopt an ordinance related to <br />outdoor vending kiosks. He explained the only type of outdoor vending kiosks that are allowed
