A half -cent <br />sales tax funded $8.7 million of the project cost, with $3.5 million coming <br />from private fundraising efforts. The Center was expanded twice, most <br />recently in 2013, at a total cost of $15.0 million. Each expansion was funded <br />by an extension of the half -cent sales tax. <br />The facility contains four basketball courts, a weight room, daycare, lap and <br />leisure pool, offices, two tennis courts, a golf simulator, an outdoor <br />waterpark and a group fitness area. <br />One -month memberships are available for $50 for all ages 2+. 3-month <br />memberships are available as follows: 19+ $125, 2-18 years old $90 and <br />seniors 60+ $115. Corporate memberships for local businesses are a large <br />part of their business as well. <br />In 2019, the West River Community Center averaged 105 monthly members, <br />475 three-month memberships and 6,100 annual memberships. <br />The facility has never operated at a loss. The half -cent sales tax is used to <br />fund the center and the City subsidizes up to $130,000 for capital repairs. <br />Utilities expense is roughly $400,000 per year. <br />Unique revenue opportunities include concessions, tanning beds, indoor <br />vending machines and donations. <br />All marketing is handled through the City of Dickinson and the Dickinson <br />Conventions and Visitors Bureau. <br />The facility has 12 full-time employees and 120 part-time employees. <br />CS, L Feasibility Study of a Potential new Youth and Amateur Sports Complex in Mounds View, Minnesota 9 Page 38 <br />
