April 5, 2022 Mr. Peterson Page 2 of 3 Reference: Proposal for Wetland Delineation Services — Ardan Area Property, Mounds View, Minnesota Stantec will complete a delineation report in accordance with the 1987 Manual and the regional supplement. The report will include the extent, boundaries, and types of wetlands and other waters encountered on site, if any. The report will also include, but is not limited to; a project location map, map of delineated onsite wetland and waterbody boundaries, ACOE wetland delineation data sheets, photographs from the site visit, and any other information that might be useful to describe the onsite findings, including GIS shapefiles. After your review and approval, the report will be signed by a Minnesota Certified Wetland Delineator and submitted to the local Wetland Conservation Act administrator and ACOE for review prior to the concurrence meeting described in Task 4. Task 4 - Coordinate Agency Approvals Stantec will coordinate and attend an onsite meeting with the Technical Evaluation Panel (TEP) after the delineation report is submitted to get concurrence on the delineated wetland boundaries. We will meet on site with the regulators and keep you informed of the outcome and any adjustments that were necessary in the delineated boundaries. Any adjustments that result from the onsite meeting will be made to the delineation report and re -submitted to you and the regulatory agencies. This proposal includes fees for one site meeting and one round of report revisions. c-�,`�(� d t J I (-,� Wetland delineations must be conducted within the growing season, which in Minnesota, is approximately from late April to mid -October. The start of the growing season is generally defined by the biological activity/growth of non -evergreen plants and soil temperature; growing season is the period when soil temperatures reach or exceed 41IF, measured at 12 inches (30 cm) below the ground surface. Stantec may begin Task 1 at the approval of this proposal, with field work beginning in mid to late April of 2022 once field conditions allow. The delineation report will be prepared and delivered within approximately two weeks of field work completion. The report will be submitted to the applicable regulatory agencies in order to obtain approval, once reviewed by you. As we are all aware, we are working in unprecedented times as a result of the COVID-19 pandemic. The situation is a very fluid one. Our proposal is based on what we understand as of today; however, this may change as conditions change. We do not anticipate impacts to this project's deliverable or timeline. Stantec proposes to perform the Scope of Work stated above in Tasks 1 through 4 at our time and materials rate for a not to exceed total of $9,897. The work detailed above will be covered under the terms and conditions in the Master Service Agreement, renewed on September 2, 2011, between the City of Mounds View, MN and Stantec. Our cost estimate does not include work that may be required beyond the scope we have described, including any additional field work. Design with community in mind
