Item No: 05F <br />1 <br />City of Mounds View Staff Report <br />Meeting Date: June 13, 2022 <br />Type of Business: Consent Agenda <br />Administrator Review: <br />To: Honorable Mayor and City Council <br />From: Don Peterson, Director of Public Works/Parks and Recreation <br />Item Title/Subject: Resolution 9604, Approving Change Order #9 for Blasting Coating <br />the interior of the Filter Tanks at the Main Water Treatment Plant <br />Introduction: <br />The City Council approved Resolution 9419 authorizing Municipal Builders Incorporated <br />(MBI) to perform the rehabilitation, as perthe plans and specifications developed byAE2S <br />for the main water treatment plant (WTP#1). This work is part of the Water Treatment <br />Plant Rehabilitation Project (City Project No. 2016-006). <br />Background/Discussion: <br />As part of the project KLM Engineering was hired to perform inspections on both of the <br />filter tanks; defects in the current coating were observed. In order to achieve the coating <br />to properly adhere KLM recommended spot repairs be performed. KLM estimated that <br />these spot repairs would last for 5-8 years until a full blasting and recoating would need <br />to be performed on the interior walls and seams of the tanks. <br />Public Works Staff requested a cost change order to be submitted for coating of the entire <br />interior of the tanks along with an estimated cost at 5 years and 8 years. (If the coating <br />were to be completed in 5 to 8 years, a required filter media removal with new media <br />replacement would need be necessary therefore increasing the costs.) <br />Further Discussion: <br />MBI has submitted a cost for change order #9 for blasting and coating the interior of the <br />tanks as required by KLM at WTP 1 of $59.995.00. <br />Should the City wait for 5 years, the cost would be approximately $186,227.00; 8 years, <br />approximately $220,938.00. <br />AE2S has reviewed the change order proposal and has provided an amendment to the <br />Owner -Engineer Agreement for inspecting the blasting and coating for a proposed cost <br />of $7,500.00. <br />Strategic Plan Strategy/Goal: Maintain and Plan for Infrastructure Improvements. <br />Ensure Clean Water and Maintenance. <br />Financial Impact: No financial Impact to the 2022 Budget.
