INV. HELLPAP FOURTH QUARTER INVESTIGATIVE HIGHLIGHTS Inv. Hellpap has investigated 132 cases this year (35 cases this quarter). Investigator Hellpap is still investigating the Homicide at 2583 County Rd I from August. 8 warrants have been executed on 3 addresses, 8 phones, several Facebook pages, and a number of cell phone records. 8 cell phones have been downloaded with one still pending. Numerous lab results are still pending. 9/22/21 Investigator Hellpap responded to t an Officer Involved Force incident. Hellpap acted as a liaison with the BCA and assisted in securing and documenting the scene. 10/16/21. Officers took a report of a Theft of a large amount of diapers from CVS. Investigator Hellpap was able to identify the suspect using records with her license plate. It was found she was arrested for the same thing in another jurisdiction and some items from the Theft in Mounds View were recovered. She was charged with Theft. 10/23/21 Investigator Hellpap investigated a missing vulnerable juvenile case where the juvenile fled from a group home. Investigator Hellpap checked wooded areas for evidence and made calls to numerous people over several days. He then spoke with several convenience stores in the area and found the juvenile had contacted his mother to pick him up and she was lying to relatives about it. His return was negotiated but charges against the biological mother were declined. 11/28/2021 Investigator Hellpap responded to the Officer Involved Shooting incident. Hellpap acted as a liaison between the BCA and the department and assisted as needed with the BCA investigation. 12/1/21 Investigator Hellpap investigated a Robbery in which a female dated a male she met online who assaulted her and stole her computers. Hellpap was able to identify the male and contact him and negotiate the return of the computers. The suspect was very uncooperative. Robbery charges were declined by the County Attorney and the case is pending a lower level charging decision. 12/10/21. Investigator Hellpap investigated a 5th Degree Criminal Sexual Conduct. The juvenile suspect was drinking underage and sexually touched a juvenile female, which Hellpap was able to locate on surveillance video. The case is pending review by the juvenile County Attorney. 12/13/21 Investigator Hellpap is investigating a Theft and Felony Lottery Ticket Fraud in which the suspect stole several lottery tickets and cashed the winning tickets. The suspect has not been identified as yet. 12/21/21 Investigator Hellpap investigated a Fraud case in which the victim reported a check of hers was cashed by an unknown person. After a subpoena was served it was determined the transaction was a bank error and not fraudulent.
