MOUNDS ViEw City of Mounds View Staff Report Item No: 8D Meeting Date: February 28, 2022 Type of Business: Council Business Administrator Review: To: Honorable Mayor and City Council From: Don Peterson, Director of Public Works/Parks and Recreation Item Title/Subject: Resolution 9556, Accepting Bids and Awarding a Contract to Mineral Service Plus LLC. for the Municipal Well No. 3 Rehabilitation Background: The City established a maintenance program whereby well, pump, and motors for municipal wells are inspected and rehabilitated on a seven-year cycle. A longer period of eleven years was attempted but was too lengthy in order to identify minor problems and correct them before they became major issues. Municipal Well No. 3 had rehabilitation in 2012 and as part of the Water Treatment Rehabilitation Project was included in the overall budget. Discussion: Staff prepared plans and specifications in-house and solicited quotes from qualified well contractors. The quote proposal included a base schedule and basic work items (items that will be performed for the project). Additionally, an alternate schedule was also included to solicit prices for advanced work items (work that might be required after inspection of the well and well components). A request for quote went to seven (7) qualified well contractors; four (4) submitted quotes: Rank Well Contractor (City, State) Quote Amount* Low Mineral Service Plus LLC, Green Isle, MN $45,850.00 2 Bergerson Caswell (Maple Plain, MN) $55,535.00 3 McCarthyWell Shakopee MN $65,361.20 4 Keys Well Drilling (St. Paul, MN) $68,290.00 *The base schedule amount determined the lowest successful quote. The low quote was submitted by Mineral Service Plus LLC. of Green Isle, Minnesota. Rehabilitation for Municipal Well No. 3 has been included in the Water Treatment Rehabilitation Project, and in the adopted 2022 budget in the amount of $80,000.00 for Well rehabilitation of wells 5 & 6, and funded under the water enterprise fund (700-4823-7050). If awarded, Mineral Service Plus LLC., will begin scheduling the well rehabilitation work in conjunction with MBI, the general contractor for the Water Treatment Rehabilitation Project at the main Water Treatment Plant. The contract documents require that the work be completed by June 27, 2022. Strategic Plan Strategy/Goal: Maintain and Plan for Infrastructure Improvements.
