• •� 0s <br />1 <br />City of Mounds View Staff Report <br />Item No: 5.C. <br />Meeting Date: July 25, 2022 <br />Type of Business: Consent Agenda <br />Administrator Review <br />To: Honorable Mayor and City Council <br />From: Rayla Sue Ewald, Human Resource Director <br />Item Title/Subject: Resolution 9613, Authorizing Revisions to Section 2.03 (Holidays); <br />Section 2.04 (Sick Leave); and Section 2.05 (Vacation) of the Personnel <br />Manual <br />Introduction: <br />During the July 5, 2022 Council Work Session, Council and staff continued a conversation from the June <br />Work Session on how to enhance regular part-time staff benefits and encourage part-time staff longevity. <br />Options were presented to Council which would allow part-time staff working 20 — 29 hours per week to <br />accrue holiday, sick leave, and/or vacation accruals. Council consensus was to incorporate all suggested <br />revisions to the Personnel Manual which would allow seven (7) part-time staff members to receive holiday <br />pay, sick leave and vacation pay. <br />Discussion: <br />The seven (7) part-time staff members effected by the revisions the Personnel Manual, who work 20 - 29 <br />hours per week in the following departments are: <br />Parks and Recreation: Senior Program Coordinator and Front Desk Lead <br />Public Works: Office Assistant and Stormwater Assistant <br />Administration: Receptionist (2) and Executive Administrative Assistant <br />Staff is requesting to revise Sections 2.03, 2.04, and 2.05 of the Personnel Manual retroactive to July 11, <br />2022 (the date after the last Work Session when Council came to consensus). <br />Strategic Plan Strategy/Goal: <br />Create a culture where employees desire to work. <br />Financial Impact: <br />$28, 661 <br />Recommendation: <br />Resolution 9613, Authorizing Revisions to Section 2.03 (Holidays); Section 2.04 (Sick Leave); and Section <br />2.05 (Vacation) of the Personnel Manual. <br />Rayla Sue Ewald <br />Human Resource Director <br />Attachment(s): <br />1) Resolution 9613, Authorizing Revisions to Section 2.03 (Holidays); Section 2.04 (Sick Leave); and Section <br />2.05 (Vacation) of the Personnel Manual <br />2) Personnel Policy Sections: 2.03, 2.04, and 2.05 <br />The Mounds View Vision <br />A Thriving Desirable Community <br />
