To Waive the Second Reading and Adopt Ordinance 992, <br />Amending Chapter 52 of the Mounds View Municipal Code Relating to the Cost -Sharing Program <br />to Facilitate Certain Residential Sanitary Sewer Line Installations and direct staff to order the <br />summary publication. <br />ROLL CALL: Bergeron/Cermak/Hull/Meehlhause/Mueller. <br />Ayes — 5 Nays — 0 Motion carried. <br />B. Resolution 9614, Amending Resolution 8820 for Accrual of Personal Leave. <br />Human Resource Director Ewald requested the Council amend Resolution 8820 for accrual of <br />personal leave for Barbara Benesch. She discussed the holiday, sick time and vacation accruals <br />approved for Resolution 9613 under the Consent Agenda noting this Resolution pertained to seven <br />part-time staff members, which include Ms. Benesch. She explained Resolution 8820 would now <br />have to be amended in order to consistently accrue personal leave for all seven part-time <br />employees. Director Ewald recommended adoption of Resolution 9614. <br />MOTION/SECOND: Hull/Meehlhause. To Waive the Reading and Adopt Resolution 9614, <br />Amending Resolution 8820 for Accrual of Personal Leave. <br />Ayes — 5 Nays — 0 Motion carried. <br />C. Resolution 9617, Relating to the Issuance of Conduit Revenue Bonds to <br />Finance the Costs of a Multifamily Rental Housing Facility and Under <br />Minnesota Statues, Chapter 462C, as Amended; Granting Preliminary <br />Approval Thereto; Calling for a Public Hearing; Establishing Compliance <br />with Certain Reimbursement Regulations Under the Internal Revenue Code <br />of 1986, as Amended; and Taking Certain Other Actions with Respect Thereto <br />(Plato Apartments at Farwell Yards Project). <br />Assistant City Administrator Beeman requested the Council adopt a Resolution relating to the <br />issuance of Conduit Revenue Bonds to finance the costs of a multifamily rental housing facility. <br />He explained the City would be acting as a pass through entity for this bond issuance and there <br />was no risk to the City. He noted $11 million would be issued and the City would be receiving a <br />1% administrative fee for this project. Staff commented further on this bond issuance and <br />recommended approval. <br />Council Member Meehlhause reported this project was in the City of St. Paul. He stated he was <br />always supportive of the City issuing conduit revenue bonds for other communities. <br />Mayor Mueller agreed stating these other communities were able to benefit from the City of <br />Mounds View's strong bond rating. <br />
