Critical Corridors Development & Infrastructure Grant – Guidelines 1 <br />Critical Corridors <br />Development & Infrastructure <br />Grant Guidelines <br />Purpose <br />The Ramsey County Development & Infrastructure <br />Grant funds inclusive redevelopment and public <br />infrastructure within transit, economic and cultural <br />corridors. The program supports efficient land use <br />and compact built form to enhance connectivity <br />between housing, jobs, retail and services, while <br />creating walkable environments. <br />Eligible Applicants <br />Developers (for-profit or non-profit), government <br />agencies and related development authorities. <br />Eligible Activities <br />• Extraordinary costs of housing, commercial or <br />mixed-use redevelopment projects <br />o Clearing acquired property and installation <br />of streets, utilities and other site improvements <br />(in conjunction with the redevelopment project) <br />o Public realm improvements or amenities <br />(accessible to the public on private property). <br />o Stormwater management. <br />o Geotechnical soil correction. <br />o Building & related structures removal <br />through demolition, deconstruction or <br />moving (demolition, destruction, removal, <br />and clearance of all structures and other <br />improvements on the project site). <br />o Parking removal in redevelopment (resulting <br />in a net decrease of at least 10% of parking) <br />• Public site infrastructure improvements (water <br />and sewer, standard sidewalks, standard exterior <br />public lights, etc.). <br />• Projects not associated with a development <br />project must be comprehensive (not just a single <br />sidewalk or street light, for example). <br />• Strategic property acquisition. Eligibility limited <br />to agencies preserving sites for future transit- <br />oriented/higher density development. <br />Ineligible Activities <br />• Building Construction or Renovation. <br />• Environmental Remediation (soil/groundwater). <br />• Streetscaping/Landscaping. <br />• Tenant relocation costs. <br />• Tenant improvements. <br />• Soft Costs (performance bonds, insurance, etc.) <br />• Contingencies. <br />• Administration. <br />Funding <br />Maximum anticipated award is $500,000, per project. <br />Funds must be expended by December 31, 2024. <br />Activities completed prior to grant award are not <br />eligible for reimbursement. <br />Strategic and Selection Priorities <br />• Project feasibility and readiness. <br />• Increase in affordable housing units. <br />• Increase in jobs. <br />• Increase in property taxes. <br />• Acts as a catalyst for surrounding redevelopment <br />without displacement of existing residents. <br />• Intensifies land use emphasizing pedestrian <br />environment and transit service. <br />• Improves pedestrian safety and access. <br />• Sustainability impacts.
