MouNns ]ViEw <br />September 8, 2022 <br />Eric Roy Rautio <br />Eric Roy Massage, LLC <br />8373 Groveland Court <br />Mounds View, MN 55112 <br />Dear Mr. Rautio: <br />The City of Mounds View has been made aware of an incident which took place on February 19, <br />2022 while you were performing a massage on a client of Eric Roy Massages LLC. Specifically, a <br />client alleges that you digitally penetrated her vagina during a massage and subsequently told her that <br />you were performing a "Yoni Massage" technique. This behavior is a violation of Mounds View <br />City Ordinance 114.001 (E) "A therapist may not intentionally massage or offer to massage the <br />penis, scrotum, mons veneris, vulva or vaginal area of a person.". A criminal complaint and <br />summons, charging you with Criminal Sexual Conduct in the 3rd degree, has also resulted from this <br />allegation. <br />Under Mounds View City Ordinance 114.014 "A license granted under this subchapter may be <br />suspended or revoked by the City Council by resolution upon notice and public hearing for any <br />violation of this subchapter". The City Council intends to hold a public hearing regarding the <br />indefinite suspension of both the Individual Therapeutic Massage License and the Enterprise <br />Therapeutic Massage License granted to you by the City of Mounds View on December 29, 2021. <br />The suspension will not take effect until final action has been taken by the City Council and you have <br />been given an opportunity for a hearing before the Mounds View City Council to address these <br />issues. The hearing is scheduled for the September 12, 2022 City Council meeting at 6:35 P.M. <br />Please advise me as to whether or not you will be attending the public hearing regarding these <br />matters. At the hearing, the City Council will make a final determination as to the suspension of both <br />your individual and enterprise therapeutic massage licenses, whether or not you attend the hearing <br />and the City Council meeting.
