Along Mounds View <br />Boulevard, the maximum setback is increased from 5’ to 21’. <br /> <br />5. Building Height is increased, from 3-stories, to 4-stories (above partially underground <br />parking). <br /> <br />6. Parking is decreased from 350 stalls, to 198 (garage & surface parking). <br /> <br />7. Excessive exterior light glare from parking lot lighting spills over onto the eastern <br />properties by a distance between 0’ – 25’. <br /> <br />8. Approved Exterior building materials (brick, stone, stucco, glass) is reduced from a <br />minimum 50% per wall, to 45%-60% per wall. “Superior” material may be substituted. In <br />this case, the Developer is requesting that the additional material be accepted (cement <br />board siding, corrugated metal, and other accent material). <br /> <br />As a PUD, the City Council may require items above and beyond the minimum requirements of <br />the City Code (e.g. additional landscaping & screening). Thus far, no requirements have been <br />made. <br /> <br />Strategic Plan Strategy/Goal: <br />Continue BR&E program, maximize utilization of development space and current list of available <br />sites, encourage landowners to maintain their properties, & consider residential development. <br /> <br />Financial Impact: <br />To be determined. If the project receives funding from MMB in January 2023, the Developer will <br />request TIF from the City at that time. <br /> <br />Planning Commission Recommendation: <br />The Planning Commission reviewed at their November 2, 2022 meeting, recommending <br />Approval. Items which the Commission requested be addressed: <br /> <br />1. Snow storage & removal. <br />2. Landscaping (to be reviewed by City Arborist). <br />3. Proof of Parking. Are 198 stalls enough for 140-units, or does proof of parking need to be <br />added on the vacant corner lot. <br />4. Traffic. Not a Traffic Study, but an analysis of what can be expected. <br />5. Exterior lighting. Plans need to be revised to reduce light trespass such that it is compliant <br />with City Code. <br /> <br />Staff Recommendation: <br />Staff requests that the Council ask any questions it would like to have answers to, in time for the <br />November 28th Public Hearings.
