M 0 U N Dis Vvi r W <br />City or Mounds View Staff Report <br />Item No: 8.A. <br />Meeting Date: October 24, 2022 <br />Type of Business: Council Business <br />Administrator Review: <br />To: Honorable Mayor and City Council <br />From: Mark Beer, Finance Director <br />Item Title/Subject: Public Hearing to receive Public Input and pass upon Resolution <br />9641 Adopting a Special Assessment Levy for Delinquent Public <br />Utility Accounts <br />A public hearing is scheduled for 6:30 P.M. or as soon thereafter to receive public input regarding <br />the proposed assessment of delinquent public utility accounts. Individual notices of the meeting <br />were sent by first class mail to the affected property owners on September 29, 2022. Attached is <br />the full roll of assessment notices that were sent out. These are accounts that were delinquent as <br />of September 30, 2022. <br />Some of the property owners already have paid or will pay the amount due by 5:00 P.M. on Monday, <br />October 24, 2022 in order to avoid the $35.00 administrative fee. Others will pay after the roll is <br />certified Monday night, but before the roll is forwarded to Ramsey County. In that case, they will <br />pay the total due, including the administrative fee. <br />Owners may prepay the assessment between October 25, 2022 and November 24, 2022 without <br />paying additional interest. After that, interest at the rate of 5.5% will accrue from October 24, 2022 <br />through the payment date. The interest rate and administrative fee were set by the City Council in <br />Resolution 7135. <br />On or about December 5, 2022, we will forward the assessment roll, minus any prepayments, to <br />Ramsey County for collection with the 2023 property taxes. <br />Respectfully submitted, <br />Ma r�z weer <br />Mark Beer <br />
