Mows viEw <br />City of Mounds View Staff Report <br />Item No: 8E <br />Meeting Date: October 24, 2622 <br />Type of Business: CB <br />Administrator Review: <br />To: Honorable Mayor and City Council <br />From: Nyle Zikmund, City Administrator <br />Item Title/Subject: Resolution 9643, Community Center expansion exploration, <br />hiring of Architect to provide Condition Assessment at cost of <br />$9,400 <br />Background/Discussion: <br />As part of the Strategic Plan and Comprehensive Plan Council has been exploring an <br />expansion of the Community Center with a focus on adding three additional gyms and <br />corresponding amenities. The expansion envisions a regional facility drawing visitors to the <br />area resulting in investments by the private sector specific to commercial and retail. The <br />expansion would allow increased recreational and entertainment opportunities to Mounds <br />View Residents. <br />The Council authorized and received an economic assessment specific to operations as a <br />regional youth amateur sports venue from CSL earlier this year as part of this exploration. <br />Feasibility of the project is dependent upon State Bonding inclusion, which requires concept <br />drawings, and validated construction cost estimates. The Council has also interviewed and <br />selected a governmental relations firm to assist in the bonding process. <br />At their September 2022 workshop, council directed staff to seek out up to three architectural <br />firms qualified to provide concept drawing and validated cost estimates and interviewed <br />Adkins, Kodet, and Oertel at their October 2022 workshop. At their October 10, 2022 Council <br />meeting, Council adopted a resolution to hire Kodet. <br />Directors Beer, Peterson and Administrator Zikmund met with Kodet on October 18, 2022 for <br />2.5 hours to begin the process. As part of the overall project, a "Condition Assessment of the <br />existing building is required with Kodet providing a cost of $9,400. <br />In order to ascertain all costs related to the expansion, staff is recommending this assessment <br />be completed and added to their work product as part of the expansion exploration. The <br />assessment would consist of an in-depth analysis of the HVAC system, Electrical System, <br />Roofing, exterior maintenance needs, interior maintenance needs, and overall condition of <br />the building.
