Item 08C <br />Page 2 of 4 <br />The City Code allows churches up to 100 sq ft of Ground Signs. The existing Ground Signs <br />total 111.6 sq ft, and are non -conforming. The sign to be replaced was installed in 2000. <br />Nonconformities ..."may be continued, including through repair, replacement, restoration, <br />maintenance, or improvement, but not expansion"....6 The proposed sign will reduce the <br />nonconformity, therefore, a Variance is not required. <br />Strategic Plan Strategy/Goal: <br />N/A <br />Financial Impact: <br />N/A <br />Planning Commission Recommendation <br />The Planning Commission recommended approval (Resolution 1153-22). <br />Staff Recommendation: <br />Staff recommends approval. <br />A Public Hearing Notice was published by the Shoreview Press on October 25, 2022, and <br />mailed to property owners within 350' of the subject property. <br />A resident submitted an email opposing the dynamic sign due to a number of reasons, including <br />its brightness. The Church has offered to shut the sign off after 10:00 pm. The Planning <br />Commission's recommendation does not include this restriction. <br />In 2016, the City Council approved a similar CUP for a dynamic display for Messiah Lutheran <br />Church, 2848 County Road H2.
