40 <br />MOUNDS,ViEw <br />City of Mounds View Staff Report <br />Item No: 8B <br />Meeting Date: September 26, 2022 <br />Type of Business: CB <br />Administrator Review: <br />To: Honorable Mayor and City Council <br />From: Don Peterson, Director of Public Works/Parks and Recreation <br />Item Title/Subject: Resolution 9634, Approving Change Order #13 for Operational <br />Upgrades to Well #4 <br />Introduction: <br />The City Council approved Resolution 9419 authorizing Municipal Builders Incorporated <br />(MBI) to perform the rehabilitation, as per the plans and specifications developed by <br />AE2S, on the main water treatment plant (WTP#1). This work is part of the Water <br />Treatment Plant Rehabilitation Project (City Project No. 2016-006). <br />Background/Discussion: <br />As part of the project, Staff requested AE2S to review and inspect well #4 in order to have <br />the well operational. In 1992 well #4 was placed out of commission due to high levels of <br />radium were discovered. It should be noted that the well was never in use for water <br />production and a "maintenance status" was obtained from the Minnesota Department of <br />Health (MDH) because it was not operational. <br />MDH notified Staff that the maintenance status for the well would no longer be active and <br />the City must decide on one of two options. The City could (1) seal the well or (2) make <br />the well operational and have the status changed to emergency use only. <br />Staff made the recommendation to make repairs to Well #4 and designate the status to <br />an emergency use only. AE2S, and Staff has worked with MDH on what repairs would be <br />required in order to obtain a change of status, and requested a cost from MBI. <br />Further Discussion: <br />MBI has submitted change order #13 for the necessary repairs to place Well #4 back into <br />operation for a cost of $67,627.65. <br />AE2S has reviewed the change order proposal and has provide an inspection cost <br />proposal of $7,500.00 for plan development and inspection. <br />Strategic Plan Strategy/Goal: Maintain and Plan for Infrastructure Improvements. <br />Ensure Clean Water and Maintenance. <br />Financial Impact: No financial Impact to the 2022 Budget. The Water Fund budget <br />includes $800,000.00 for Water Treatment Plant and Engineering Design. <br />The Mounds View Vision <br />A Thriving Desirable Community <br />
