Mounds View City Council October 24, 2022 <br />Regular Meeting Page 2 <br /> <br />Mayor Mueller stated staff would follow up with Mr. Ramirez regarding his water meter and water <br />bill. <br /> <br />7. SPECIAL ORDER OF BUSINESS <br /> <br />None. <br /> <br />8. COUNCIL BUSINESS <br />A. Public Hearing: Resolution 9641, Adopting a Special Assessment Levy for <br />Delinquent Public Utility Accounts. <br /> <br />Finance Director Beer requested the Council adopt a special assessment levy for delinquent public <br />utility accounts. He reported the City certifies delinquent utility bills once each year. He noted <br />staff sent letters to the effected properties in early October. <br /> <br />Council Member Bergeron asked how many residents choose to have their utilities rolled over to <br />their property taxes on a yearly basis. Finance Director Beer estimated 90 to 100 residents chose <br />to do this. <br /> <br />Mayor Mueller indicated there were many repeat names on this list. She questioned what the time <br />period was for the delinquencies. Finance Director Beer stated the time period was for one year. <br /> <br />Mayor Mueller inquired if rental licenses could be pulled for the property owners that were not <br />paying their utility bills on quarterly basis. Finance Director Beer explained when the utility bills <br />are certified with the County, their property will appear to be current and the property owner could <br />renew their rental license. He stated he was not overly concerned about property owners that opted <br />not to pay their utility bills because the City was getting their money. <br /> <br />Mayor Mueller opened the public hearing at 6:42 p.m. <br /> <br />Hearing no public input, Mayor Mueller closed the public hearing at 6:43 p.m. <br /> <br />MOTION/SECOND: Hull/Bergeron. To Waive the Reading and Adopt Resolution 9641, <br />Adopting a Special Assessment Levy for Delinquent Public Utility Accounts. <br /> <br /> Ayes – 5 Nays – 0 Motion carried. <br /> <br />B. Public Hearing: Resolution 9642, Adopting a Special Assessment Levy for <br />Unpaid City Charges and Unpaid Diseased Tree Charges. <br /> <br />Finance Director Beer requested the Council adopt a special assessment levy for unpaid City <br />charges and unpaid diseased tree charges. He discussed the unpaid City and diseased tree charges <br />in further detail with the Council and recommended approval. <br /> <br />Mayor Mueller opened the public hearing at 6:46 p.m. <br />
