I., <br />MOUNDS ` VIEW <br />City of Mounds View Staff Report <br />Item No: 081 <br />Meeting Date: November 28, 2022 <br />Type of Business: CA <br />Administrator Review: <br />To: Honorable Mayor and City Council <br />From: Don Peterson, Director of Public Works/Parks and Recreation <br />Item Title/Subject: Resolution 9663, Approving the Installation of a Low —Pressure Alarm <br />Remote Telemetry Unit (RTU). <br />Introduction: <br />The City Council is asked to approve the attached resolution approving the installation of <br />Low —Pressure Alarm Remote Telemetry Unit (RTU). <br />Background/Discussion: <br />On October 31, 2022 the City experienced low water pressure in the water system. The <br />SCADA alarm dialer as well as the back-up alarm dialer failed to notify Public Works Staff <br />of the situation. At the November 7, 2022 City Council Work Session, Staff provided the <br />Council with an overview and time line of what caused the low water levels and the alarm <br />dialers to fail. <br />Staff proposed to the Council of adding a low pressure alarm, this alarm would notify <br />Public Works Staff if the pressure in the water system reaches a critical low point. The <br />alarm would be separate from the current SCADA system. <br />Staff received a proposal from Automatic Systems Inc to install and program at Low - <br />Pressure Alarm Remote Telemetry Unit (RTU) at a cost of $16,451.00. The proposal does <br />not include the yearly cellular cost. <br />Staff was directed to move forward and to bring this item back to a City Council meeting <br />for formal approval. <br />Strategic Plan Strategy/Goal: Maintain and Plan for Infrastructure Improvements. <br />Ensure Clean Water and Maintenance. <br />Financial Impact: No financial Impact to the 2022 Budget. The 2022 Drinking Water <br />Fund budget, account 700-4823-7050 has a budget of $800,000, for water treatment plant <br />improvements. <br />Recommendation: <br />Staff recommends the City Council approve the attached Resolution 9663 for the <br />installation of a Low —Pressure Alarm Remote Telemetry Unit (RTU), at a cost of <br />$16,451.00.
