Item 08A <br />Page 7 of 22 <br />Along the western property line (R-1 district), the elevation <br />varies between 894' (south) and 908' (north), a difference of <br />14'. Screening will include 8' tall coniferous trees, which will <br />grow to 40' — 60' in height at maturity. These trees grow about <br />1' per year. <br />Along the eastern property line (R-1 district), the elevation <br />varies between 892' (south) and 912' (north), a difference of <br />20'. The parking lot will sit 6' — 8' below the grade of the <br />adjacent residential property. A retaining wall will be <br />constructed, and a fence above the wall. <br />(e) The architectural design of the project is compatible with the <br />surrounding area; <br />Architectural design will have similar characteristics to Gray <br />Stone Flats, but without balconies or hip roof. <br />(f) The drainage and utility system plans are submitted to and <br />subject to the approval of the Director of Public Works/Parks <br />and Recreation; <br />The Grading & Drainage plan has been reviewed by Public <br />Works and Stantec (City Engineer). Stormwater management <br />will be in underground chambers (under parking lot). <br />A Stormwater Management Permit will be required as part of <br />the Building Permit. <br />The Grading & Drainage plan indicates a small (50' X 70') <br />depression on the south end of the lot. The Developer will be <br />required to complete a wetland delineation, and mitigate <br />impacts. <br />(g) The development schedule insures a logical development of <br />the site which will protect the public interest and conserve <br />land; <br />Phase I construction is dependent upon receiving financial <br />assistance from the City, Ramsey County, and Minnesota <br />Management & Budget (MMB). If funded (2023), construction <br />will begin June 2023, and completed October 2024. <br />There is no timetable for Phase II. <br />(h) The development is in compliance with the requirements of <br />Ch. 154 [Floodplain Management], 155 [Surface Water <br />Drainage Management and Development Controls], 156 <br />[Construction Site and Land Disturbance Runoff Control], 158 <br />[Subdivision] and 159 [Wetland Zoning] of this code of <br />ordinances; and, <br />The Mounds View Vision <br />A Thriving Desirable Community <br />
