Item 08A
Exterior Lighting35
Utilities36
Off -Street Parking37
Maximum glare permitted is 0.4 fc measured at residential
property lines. An earlier plan version exceeded this amount, but
has been corrected, and is compliant with City Code.
New utilities shall be installed underground. An existing
residential gas line through the property to service other homes
will be re-routed around the apartment building.
Guideline38
Proposed
Surface Parking
210
78
Garage Parking
140
120
350
198
City Code requires 1 garage stall and 1.5 surface stalls per unit.
This may be reduced as a PUD, or if within the County Road 10
Corridor Overlay District. Staff contacted planners from
Bloomington, Edina, Maplewood, Roseville, and Stillwater. The
referenced projects were either under review, under construction,
or recently completed. Thus, planners did not have an opinion or
observation if parking was inadequate.
In conversations with Bloomington, they often require parking
studies (they did not for Reuter Walton's 68-unit project). In
reviewing a study for a similar project39, that study recommend a
ratio of 1.23 stalls per unit at peak period (3:30 AM — 5:30 AM).
Woodale Apartments is proposed at 1.4 stalls per unit.
35 Mounds View City Code §160.031 (Glare)
36 Mounds View City Code §160.316(G) (Utilities)
37 Mounds View City Code §160.342 (Schedule of Off -Street Parking Requirements; Multi -family dwellings)
38 Mounds View City Code §160.284(D) (Standards; Off -Street parking)
39 Bolton & Menk; Lyndale Flats Parking Study, City of Bloomington, Aug 8, 2019.
