Item 08F
December 12, 2022
Page 2
Ramsey County Health Department (Restaurant; Food Licensing Service)
Many applicants have not received their County food license renewals. Staff will keep
apprised on this matter to make sure each business has submitted the appropriate proof
of county licensing.
Fire Inspection (City of Mounds View Fire Inspector, excluding Garbage/Recycling
Haulers)
Each business property was inspected this year for Fire Code compliance. Isaiah
Schoeman, the Mounds View Fire Inspector, indicated, as of this date, there are no
outstanding fire orders for any of these properties.
Tobacco Compliance Check
Tobacco compliance checks were conducted by the Mounds View Police Department on
October 14, 2022, for all businesses with a cigarette/tobacco license. There were no
violations.
Curbside Waste, Inc.
As a reminder, Curbside Waste, Inc. was issued a garbage/recycling hauler's license in
November 2018 after operating in the City of Mounds View without a license. At that time
Curbside was providing hauler service to a few Mounds View commercial properties and
was first notified that a license was needed in July 2018. Several notices were given,
including a letter to Curbside from the City's Attorney, until the matter was finally resolved
in November of 2018. The City become aware of the issue after two individuals, who
were planning to go door-to-door and solicit Curbside's services, came into City Hall
inquiring as to why Curbside was not on our City's Haulers list.
The following is a timeline of additional violations since that time:
09/11/2019
Curbside employee reprimanded after knowingly mixing waste and recycling in the same
vehicle. The vehicle was stopped and photos taken by our Code Enforcement Inspector.
01 /1 19/2022
Curbside Waste was notified that within the past week or two the City received two
complaints who were irate over the behaviors of the independent contractors of Curbside.
They did obtain a permit to solicit in Mounds View. However, one violated a "No Soliciting"
sign that was in plain view. The other told a lie telling the homeowner that Walter's, their
hauler, was going out of business. This particular homeowner called the City wanting
Curbside to be held accountable. Just to keep in mind, these were independent
contractors of Curbside to assist with their marketing.
