Mounds View City Council November 28, 2022 Regular Meeting Page 5 1 had 255 licensed rental properties that consisted of 1,885 units in the community which housed 2 3 1 % of the City's population. He stated according to apartments.com, there were 199 apartments 3 for rent in the Mounds View area with multiple options below $1,000. He suggested the City not 4 pursue additional multi -family housing until there was a need. He discussed how many multi- 5 family housing units were being built in surrounding communities. He recommended the City 6 consider revitalizing the current apartments in the community, while also helping to make these 7 buildings more efficient. He stated he was concerned with the multiple exceptions that were being 8 considered for this project and the TIF request. He noted he has talked to many of his neighbors 9 and they do not want this project built. He encouraged the Council to hear the neighbors voices 10 because they were there first and their quality of life matters. 11 12 Jonathan Thomas, 8040 Groveland Road, stated this was not his backyard, but he feared how this 13 neighborhood would be impacted if yet another apartment complex were constructed. He discussed 14 how his property was impacted by another apartment building. He encouraged the Council to 15 consider how this large building would impact the existing residential homes. He stated if the 16 Council were to approve a zoning change, this would be difficult to take back. He encouraged the 17 Council to consider the long-term planning for this site as this did not include changing residential 18 zoning to PUD. 19 20 Linda Burrows, 5200 O'Connell, stated she built her home in 1969 and three of her neighbors were 21 still the original owners. She discussed how she has been impacted by the traffic changes the City 22 has been making and she feared how this situation would become worse with more traffic along 23 Woodale Drive. She believed the proposed project was a bad idea and encouraged the Council to 24 not support the rezoning. 25 26 Rosemary Lensing, 8310 Pleasant View Drive, explained she opposed the rezoning of this property 27 from R-1 to PUD. She did not believe this site should have high density housing and noted this 28 would not encourage community pride. She discussed how this project would impact the school 29 district and police services. She suggested the Council consider how the trees and wildlife in the 30 community would be impacted by the proposed large structure. She noted the City does not have 31 proper public transportation to serve the needs of the residents living in this development. She 32 recommended the Council deny the proposed rezoning because this project would be an excessive 33 burden on the community. 34 35 Teresa Leary, 5250 O'Connell Drive, commented she lived next to the senior living facility. She 36 stated she was promised a nice buffer between her home and the senior facility, which amounted 37 to four evergreen trees that were not maintained. She discussed how the workers at the senior 38 facility were smokers at the rear of the building, which impacted the adjacent homeowners. 39 40 Nina Dojan, 5259 Greenfield Avenue, stated the tiny neighborhood that this large apartment 41 complex would be going into has had year after year of major construction projects. She reported 42 there are no inlets or outlets except Woodale Drive. She discussed the number of walkers in her 43 neighborhood and how crime was on the rise. She explained this roadway was already stressed 44 and she feared how the roadway would be able to handle another 140+ vehicles. She encouraged 45 the Council to consider how this development would impact the neighbors who live in this area, 46 as well as the number of children who were walking to Edgewood Middle School.
