Staff contacted planners from <br />Bloomington, Edina, Maplewood, Roseville, and Stillwater. The <br />referenced projects were either under review, under construction, <br />or recently completed. Thus, planners did not have an opinion or <br />observation if parking was inadequate. <br />In conversations with Bloomington, they often require parking <br />studies (they did not for Reuter Walton's 68-unit project). In <br />reviewing a study for a similar project46, that study recommend a <br />ratio of 1.23 stalls per unit at peak period (3:30 AM — 5:30 AM). <br />Woodale Apartments is proposed at 1.43 stalls per unit. <br />Stillwater required the developer to contribute to the cost of a <br />nearby municipal parking garage. In Roseville, the developer has <br />a shared parking agreement at an adjacent office building. <br />If the City Council requires Proof of Parking, Reuter Walton <br />proposes that it be located on the vacant corner lot, allowing 56 <br />surface stalls. <br />46 Bolton & Menk; Lyndale Flats Parking Study, City of Bloomington, Aug 8, 2019.
