The Mounds View Vision <br />A Thriving Desirable Community <br />Item No: 08C <br />Meeting Date: Dec 27, 2022 <br />Type of Business Council Business <br />City Administrator Review <br /> <br />City of Mounds View Staff Report <br /> <br /> <br /> <br />To: Honorable Mayor and City Council <br />From: Jon Sevald, Community Development Director <br />Item Title/Subject: Resolution 9653 Denying Application to Amend the Official <br />Zoning Map for 2310 Mounds View Boulevard, from R-1 <br />Single-Family Residential to PUD Planned Unit Development <br /> <br />Introduction: <br />Reuter Walton (developer) is proposing “Woodale Apartments”, a 140-unit apartment building to <br />be located at 2310 Mounds View Boulevard. Public Hearings were conducted on November <br />28th, and continued on December 12, 2022. <br /> <br />At the December 12th Public Hearing, the Council did not Approve the 1st Reading & Introduction <br />of the Zoning Map amendment (Ordinance 998), and tabled action on the Preliminary Plat, and <br />PUD/Development Review to allow Staff to prepare Findings of Fact to support the denials. <br /> <br />The Council’s consensus was that the project is not the right fit for its location, because of its <br />size and impact on the neighborhood. <br /> <br /> <br />Strategic Plan Strategy/Goal: <br />Continue BR&E program, maximize utilization of development space and current list of available <br />sites, encourage landowners to maintain their properties, & consider residential development. <br /> <br /> <br />Financial Impact: <br />Total project cost is $45.8 million ($35 million construction costs), or $327,786 per unit. The <br />developer requested $1.8 million in TIF over 20-years, $3.5 million from Ramsey County, and <br />planned to request $23 million in state bonding. <br /> <br />$ 49,800 Est. property taxes (during TIF) <br /> <br />$490,000 Park Dedication Fees <br />$ 98,000 Building permit <br />$367,000 TIF Administration Fees over 20-years <br /> <br /> <br />Planning Commission Recommendation: <br />The Planning Commission reviewed at their November 2, 2022 meeting, recommending <br />Approval (Resolution 1154-22). <br /> <br /> <br />Staff Recommendation: <br />Staff recommends tabling, to allow the developer to revise its plans to mitigate concerns <br />expressed during Public Hearings. <br /> <br />As directed by the Council, the attached Resolution supports the Denial.
