Item No: 02 <br />Meeting Date: January 3, 2023 <br />Type of Business Council <br />Worksession <br />MOUNDSVIEW City Administrator Review <br />City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: Brian Beeman, Assistant City Administrator <br />Item Title/Subject: Ardan & Greenfield Park Wetland Delineation Study & Development <br />Concept Review <br />Introduction: <br />On April 5, 2021 the City Council heard a presentation by staff on all of the potential redevelopment sites in the city. Ardan and <br />Greenfield Park redevelopment areas were discussed and it was determined that a wetland delineation study was needed in <br />order to define what is developable and what is to remain as wetland. The wetland delineation study was completed early <br />towards the end of September 2022. The study was distributed to developers with instructions to submit a concept map and <br />general plan proposal to the City Council for it's January 3, 2023 City Council Worksession meeting. Those proposals are <br />attached. Each developer will be presenting their concept to the City Council. <br />Should the Community Center expansion go forward, there is plans to utilize the wetlands in that area for a new parking lot. <br />This would require the City/developer to create additional wetlands in a 2:1 ratio or purchase wetland credits. The most likely <br />area the wetlands can be expanded is the Ardan and Greenfield Park wetland areas. This may affect what can be developed, <br />however staff believes it is important to hear from developers so that the Council can advise how to proceed. It is believed that <br />that the amount of new wetland needed to be created will be known by the Community Center architects in mid -January 2023. <br />Further studies would likely need to be conducted should the project move forward. Staff believes that it may be more cost <br />effective if the developer purchases wetland credits versus creating additional wetlands. <br />Discussion: <br />The City Council to hear each developer proposal and make comments and ask questions respectively. The Council to provide <br />feedback on which development or combination of developments they would like to see. Should the Council wish to continue <br />discussions with one or more developers, the Council should set a date to further discuss in detail those developments. <br />Strategic Plan Strategy/Goal: <br />• Create and maintain a positive business climate where businesses want to locate and remain in Mounds View through <br />a good BR&E program and redevelopment efforts. Maximize utilization of development space and current list of <br />available sites. Support the development of a variety of housing stock that includes affordable and market rate and <br />the maintenance of properties. Consider more townhomes and affordable apartments and other housing options. <br />• Increase the EDA levy to have funds available for redevelopment projects. Identify and set aside strategic lots within <br />the City like Ardan Park redevelopment area. Ensure townhomes are integrated into the neighborhood with proper <br />style and landscaping. <br />Financial Impact: <br />Project is developer lead. Actual costs and revenues depend on product type, number of units, total project cost, etc. <br />Recommendation: <br />Listen to each developer proposal and ask any questions as necessary.
