City of Mounds View 12040 Comprehensive Plan <br />Chapter 4: Parks, Trails, <br />and Community Facilities <br />INTRODUCTION <br />This section covers the lands, infrastructure, buildings, and services that public <br />agencies provide on a public and semipublic basis in the interest of Mounds <br />View residents. Public facilities and services are vital to the city's quality of life <br />and marketability. As Mounds View is a developed city, its public facilities are <br />generally in place. The focus of this chapter is maintenance and improvement <br />of existing facilities and services and the community's future needs. <br />PARKS, TRAILS, AND COMMUNITY FACILITIES GOALS AND <br />POLICIES <br />The City of Mounds View has developed policies related to parks, trails, and <br />community facilities to ensure their preservation and enhancement. The goals <br />and policies are as follows: <br />Goal 1: Recognize that the Mounds View ISD 621 is the most valued <br />community asset, and coordinate with the district in developing mutually <br />beneficial facilities and programs. <br />• Establish agreements with ISD 621 and athletic associations for <br />shared programing and maintenance of city -school facilities. <br />Goal 2: Support community health through land uses that improve <br />opportunities for physical activities, access to healthy food and social services, <br />housing stability and the environment. <br />• Support healthy lifestyle programs through continued cooperation <br />with the YMCA and other programing. <br />• Support partnerships between the City and community organizations, <br />and for -profit organizations and local entrepreneurs, for the joint use <br />of City facilities. <br />• Investigate market demands for the Community Center and consider <br />re -allocating space and/or expansion to meet the needs of the <br />community and the adjacent City Hall Park. <br />• Explore opportunities for studying access to healthy food. <br />MouNDs VIEW <br />Opinion Survey <br />28% of respondents use the <br />Mounds View Community Center, <br />and 30% use city trails at least <br />weekly. <br />There were several comments <br />comparing Mounds View facilities <br />to that of Shoreview and New <br />Brighton, along with suggestions <br />for minor improvements to specific <br />parks and trail segments. <br />The Comprehensive Plan seeks <br />to maintain and enhance current <br />park facilities and explore <br />partnerships for expansions and <br />enhancements. <br />Silver View Park <br />Chapter 4: Parks, Trails, and Community Facilities 14-1 <br />
