SYSTEM ANALYSIS CONCLUSIONS <br />Combining the four analysis areas results in a composite system analysis. The <br />resulting hot spots identify network and service gaps where improvements may be <br />needed the most. <br />To interpret the resulting maps, it may be necessary to refer back to the specific <br />analysis areas. A particular hot -spot might arise due to a strong crash history in <br />a particular location, or perhaps due to a high concentration of target equity <br />populations. Understanding the reason for the hot spot can orient agencies and <br />jurisdictions toward an appropriate response. <br />On these maps, all indices have been given 'equal' weighting. The particular balance <br />should be adjusted to reflect the goals and objectives of the plan, and communities <br />referencing this analysis should always review the individual index layers themselves <br />to understand what factor may be influencing the final priority scoring. <br />
